If you buy Japanese cars through an exporter today, you are paying someone else's margin on every unit and seeing only the cars they chose to show you. A licence of your own changes both of those things.
We verify every account before opening it. That is partly regulatory and partly practical: bids on the floor are binding, and the auction houses hold us responsible for them.
